big concern. sandbags are a hot commodity. the line went on for miles just to get into this hillsborough county sandbag, give away. the line is insane here. and, you know, wraps like miles. it is. but hopefully people are being patient. zach morris and his wife are up before sunrise to get sandbags to protect their downtown tampa restaurant. how concerned are you about hurricane ian? >> in general, i've been through 3 hurricanes that the area was supposed to have in the past 3 or 4 but he always just diverted west. so we were always lucky about that. i woke up this morning at 04:30am, because i was very concerned, especially about my restaurant. there's not much place for the water to go in. the water comes in. >> and that is the worry whether the tampa area or further south takes the brunt of ian. the water will rise. it is and big it is going to kick up a lot of water as it comes in and you're going to end up with really significant. storm surge are going end up with really significant flood events.

>> and this is the type of storm surge that that is life-threatening. mandatory evacuations are in effect along the coast. grocery stores are running low on supplies, but we found some did have that in gulfport, florida, kristina brown and her husband are shuttering up. >> she took us inside her house where there is a safe room specially built for hurricanes. >> so this room is also a concrete. also the concrete. >> ceilings floors was 8 inch thick, double rebar. >> we have our our supplies. so many here are ready for the worst in an area that hasn't taken a direct hit from a hurricane in more than a century. something about this storm, though, does seem a little more nerve wracking. it does we we repaired this much in the past. so. >> yeah, it is a little scary, but i think we'll be fine. >> and that was a reporter brian on that story. let's go to our chief meteorologist storms karnow standing by tracking hurricane starting to feel the effects now, ian in

florida, as you see some very heavy rain bands move in and numerous tornado warnings popping up as well. you can see the eye has made its way cuba now out in some very open, very warm waters. the waters that is crossing really fueling this storm some of those waters almost 90 degrees bathtub like out there right now and passing by the dry tortugas, national preserve that area. and they've got some very heavy rainfall associated with that. and the tornado warning in effect right across the island there. and then, of course, along the coastline. here's the very latest on the doppler. you can see you've got the inner eye and then looks like a secondary eye wall trying to form now sometimes for kids to go through these progressions, you'll see a one. i will fade away only to rebuilt by another eye wall behind. it looks like that may be happening right now. that's often a sign of the storm going to intensify. and that's the latest forecast to getting close to the coastline. now, see the rain already beginning to move on shore. you've got numerous boxes there in red.

those are tornado warnings up now. they've been on and off just popping up around much of southern florida is going to be a scary day and a half year for the next 24 to 36 hours. dangers catastrophic hurricane now headed their direction. guys, back to you. all right. thank you, lawrence. another big story we're following tonight. a new plan to try to fight gun violence in oakland. >> that's the latest announcement from police chief leronne armstrong on the heels of yet another deadly shooting today marking oakland's 90th homicide of the year. and that latest shooting that happened this morning in east oakland there. william patterson park. >> 2 men were shot. one of them later died. oakland's police chief says he is now changing the way his officers are deployed in the hopes of putting more officers on the streets and more bad guys in jail. kron four's dan kerman has the story. following the deadliest week of the year with 8 homicides, another murder in oakland tuesday morning. >> this citizen video shows the scene in the 9600 block of

eads. we know that we've seen a huge spike violence across our city. it is important that this department responds during an online news conference. oakland police chief leronne armstrong announced. >> he's now putting all hands on deck. in other words, more officers on the streets. we will have officer presence in east oakland >> as well some areas in west oakland. what we know certain groups in games congregate. we know that these are areas that other groups in focus on for retaliatory shootings. we will be in areas. what a high presence as well as a visual vehicles like our command post in our community resource vehicles will be deployed into those areas. a recent graduates from the academy have been added to the criminal investigation division. >> and other officers will work on their days off. >> every resource that we can utilize will be utilized. i am worried about officer it, but

i'm also worried about safety in our and so we'll deal with both will do our best to make sure that officers get the rest they need but was critically important right but for us to bring forth, this is a safety in the city of oakland because i know people are fearful and we want to be able to that feat. >> the chief says group in gang violence is responsible for almost a 3rd of the shootings in oakland. he thinks more cops on the street will get more crooks off the street. but only if the public is willing to help. we will increase enforcement of our streets to remove these guys from our community. >> community members have information that they could work for help us solve those crimes. we need that information. we need that additional evidence. we cannot do law. >> dan kerman kron, 4 news. a suspicion of attempted robbery according to police, a witness saw the man in a car fully masked and wearing gloves near a shopping center apparently prepared to commit a robbery. police responded and when they did, they say the suspect struck 2 of their patrol cars

while attempting to flee several people jumped out of the car with the help of canines drones and chp air support. 2 men were located and arrested. police say they also recovered 3 guns in the vehicle. police are blaming illegal dumping for the fact a bus passenger was injured when a car crashed into the back of a bus this morning in pittsburgh. >> police say the driver of the car had been trying to avoid a large box of construction material. you see some of it there. it had just been left on the pittsburg, antioch highway police took the injured passenger who had been on a tri delta bus to be treated at a local hospital. it is not clear yet whether authorities were able to track down the person who dumped that construction debris, a danville, middle school teacher and cheerleading coach is now facing new charges after contra costa county authorities identified. >> 2 new alleged victims bringing the total number to 4. 41 year-old nicholas moseby

of concord was charged earlier today with 2 misdemeanor counts, annoying or molesting a minor and battery and one felony count of committing a lewd act upon a child younger than 16 most be was already facing 3 felony counts related to alleged abuse of 2 other girls, most deeply not guilty at his arraignment this afternoon. his next hearing is set for october 6th. most be was a biology teacher at diablo vista, middle school. he also worked as a cheerleading coach at newark, how elites in san ramon is being held at the martinez detention facility on bail has been increased to $300,000. 2 weeks ago we shared the story of dawn. jarvis's video showed him getting an invasive pat-down by a tsa agent and that went viral on tiktok jarvis's death. he has a cochlear implant which means he's unable to go through a tsa scanner. his experience while traveling home to australia from san francisco is not as unique as you might think. kron four's rob nesbitt

talk to members of a local advocacy group. >> he joins us live in the newsroom with more. rob, i went to the belt and instituted a and alameda they advocate for and provide mental health services for people in the deaf and hard of hearing community. >> a lot of shaking heads at belton when staff watch the video for themselves. uncomfortable to watch and uncomfortable to live through for dan jarvis, the death man having a tsa agent feel as genital area nearly 5 times at sfo. >> i showed the viral video on tiktok to president and ceo of the felton institute. al gilbert. not only is it totally unjustified, but it is ridiculous. cochlear implants can be damaged passing through a tsa scanner, which is the reason for pat-downs from agents. but gilbert says there's no reason for something like this confused as to why a metal detector wand wasn't used on jarvis. instead, that is what the want is for it because everybody else just gets that. >> so you don't pat them down in the crotch area. if you can wave the wind and there's nothing there that you don't do that gilbert has heard about other invasive tsa pat

july 17th, the 52 year-old uber driver was shot to death while seated in his vehicle outside of his home oakland's little saigon district. this gun violence has to stop the president of the oakland chinatown improvements. council stewart chanted. we hear stories i've been to so many vigils. >> don't have to talk about patrick >> post had to phone oakland city council president nikki fortunato bass attended some of those same vigils for slain residents in her district like dentist to patrick >> family. i continue to extend my condolences and my support. and i am grateful that community has come together. i'm also grateful that in the midst of this violence we're showing the open can come together. but the root of the problem >> has not been >> speaking with the aid of an interpreter, patrick funds, brother takes a different view of this moment in oakland

news. >> the berkeley police have arrested a man suspected in a suspected of using a knife to rob 2 different businesses. it happened last week and police were able to track down that suspect when they looked at surveillance video. you're looking at the knife used this after they got reports, the same person had robbed 2 local businesses and they say again, they did recover that knife, which they believe was the one police in san francisco are looking for a man who swung a knife at a muni bus driver this morning. it happened the corner of california street van ness. >> police say after a verbal altercation in the back of the bus, the suspect approached the front of the transit vehicle and, quote, swang an edged weapon at the victim. the suspect then left the bus and ran away. the driver was not hurt. no arrests have been made. there is a warning tonight for dog owners visiting east bay regional parks. the park district says the dog was recently attacked by a coyote at contra loma

regional park and kron four's philippe chagall has that story. >> coyote was so comfortable around humans. it snatched a small dog from its owner's leash. an antioch monday morning at contra loma regional park. they get more brazen and more brave and everything else. so. >> the doing, you know, people aren't just scaring them off. so they're coming in closer wildlife program manager for the east bay regional park district. doug bell says there have been several coyote sightings and reports of some kind of these following people. but this is the first attack on a dog district-wide this year. little bit unusual that this county was bold enough to go right up to the person essentially taking off when she in this case. bell says the attack could have been avoided if the dog owner was not wearing ear buds and was paying closer attention to surroundings. you never even saw it coming up. all seen it. all she heard was a dog. >> then, you know, screaming. and so she turned around and started screaming ran off with the woman chase the coyote

so their visibility not obscured as our sailing on through temperatures right now. you've got 60 degrees in pacifica, 70 in san mateo. 71 and warm in dublin, 76 degrees in livermore, 70 in novato and 67 degrees right now in so nice evening out there. a little on the breezy side. those we've had a bit of a wind kick up late in the day, but temperatures still running below the average in the san francisco. 64 degrees. 69 in oakland, 73 in san jose. 82 warm in little more. 80 degrees today in concord and 78 in santa rosa. all these numbers a little bit below the average, probably a little bit cooler tomorrow, but that with the kind of kicking up outside right now, 20 miles an hour. plus in spots, i think that will continue as we head through the evening hours and the lurking just off the coastline and that's going to likely move back on shore. but the patch overnight tonight. all right. here's that cold front was talking about. it is going to approach the coastline as it does likely to deepen the marine layer just a little bit. that means more fog on the way for tomorrow and likely some cooler temperatures, too, but not going to be bad. late tomorrow

afternoon, we're still sneak into the low 80's as you head inland tomorrow. lot of 70's inside the bay along the coastline. we're keeping in the 60's. so some nice fall weather ahead for tomorrow. i think after this high pressure builds in may even get a little hint of an offshore flow on friday. that will warm us up head into the week. i was listening, but i was a little distracted by the 2 cargo ships passing want don't see that. all. don't see that every day. yeah. i think that is nice and clear. no fog out there tonight. thank you. >> well, a new affordable housing development for teachers is underway now in the san francisco's outer sunset neighborhood ground broken today for this project on 43rd avenue. it will house 135 teachers and other employees of the city school district. the project is going to be called the shirley chisholm village. and it is one of only a handful of teacher focus projects like this and the whole state it is hoped will welcome its first residents in 2020 for governor gavin newsom has signed a new bill into law that will
